T.J. MAXX shoplifting attempt goes sideways in Germantown

An alleged attempt to steal merchandise from T.J. MAXX in Germantown went sideways on February 4, 2026, according to Montgomery County police. The male suspect attempted to leave the store at the Milestone Shopping Center with merchandise he hadn't paid for, police say, but was taken into custody by an officer. He was found to also be in possession of a loaded firearm.

Ian Morgan, 21, of Germantown, has been charged with theft, obstruction, loaded handgun on person, possession of an unregistered rifle/shotgun, and possession of an assault weapon with the intent to sell it. He is being held without bond pending a March trial.

Built in 1997, the pad site structure was renovated for Patient First in 2019. Target limits self-checkout to 10 items or less

Target
is the latest retailer to address the shoplifting epidemic by making life more difficult for its law-abiding customers. The big box chain is now introducing a new limit of 10 items for self-checkout. Giant supermarkets recently limited their self-checkout machines to 20 items or less. Amusingly, Target is telling media outlets that it has implemented the new policy to speed up lines at the self-checkout machines, rather than to stem the loss of merchandise. At least Giant was honest, in stating that "a significant increase in crime" was the reason for its new limit on items at self-checkout.

Charleys Cheesesteaks to take over vacant McDonald's space at Walmart in Germantown

This story has been hard to track down, but there is finally going to be a replacement restaurant at the Walmart in Germantown. A source tells me Charleys Cheesesteaks will fill the vacant McDonald's space at the front of the big box store at 20910 Frederick Road, in the Milestone Shopping Center. That space is currently being used as storage by Walmart.

Current state of the former
McDonald's space at Walmart

The Columbus, Ohio-based Charleys has two existing locations in Montgomery County, at Montgomery Mall and Wheaton Plaza. If you've dined there, you know they also specialized in loaded fries, and have limited-edition cheesesteaks throughout the year. Now upcounty residents will finally have a Charleys of their own. The new restaurant is expected to open this summer.

Germantown man arrested with loaded gun at Milestone Shopping Center

Brasean Decarlos Wellington

Montgomery County Police arrested a Germantown man at Milestone Shopping Center, after a traffic stop allegedly revealed he was in possession of a loaded firearm. Brasean Decarlos Wellington, 28, was driving a 2009 BMW at the popular shopping center at 3:35 PM on Friday, March 25, 2022. Officers patrolling the center noticed the vehicle had an "equipment safety violation," and ordered Wellington to stop.

When officers approached the BMW, they reported smelling a strong odor of marijuana eminating from the vehicle's interior. Upon searching the car, they allegedly located a loaded Springfield 9mm handgun hidden in a compartment behind the glovebox. Officers subsequently found that the gun had been reported stolen in Prince William County, Virginia.

Wellington was arrested and transported to the Central Processing Unit, where he has been charged with multiple firearm related charges. The Montgomery County Police Department reports that the arresting officers were with the 5th District Action Community Team.

Germantown Best Buy getting "refresh"

The Germantown Best Buy at the Milestone Shopping Center is getting a "refresh," the company says. When I stopped by, there was curbside pickup only, and a team of workers was moving merchandise and displays around inside the store. Best Buy CEO Corie Barry announced late last year that the chain would be remodeling stores to convert existing sales floor space into more fulfillment space, to better facilitate pickup of online orders.

Now there are finally counters, wall and floor finishes, a kitchen, lighting fixtures, and even some furniture inside the space. La Gula will offer the best of Taco Bar El Guero and Ixtapalapa Taqueria, "plus a little more," on its fast casual menu.

New coronavirus case in Montgomery County as retail traffic falls over virus fears

Rockville students exposed

for MCPS to close schools;
MoCo spooked by mysterious
haze in the sky Sunday

Foot traffic at Montgomery County retail centers has fallen significantly since the jurisdiction's first coronavirus cases were announced late last week. Even before a fourth MoCo covid-19 case was confirmed Sunday by Maryland Gov. Larry Hogan, a spot check of malls and retail properties across the county found lower numbers of shoppers out and about.
Google's live foot traffic measurement

smaller crowds at MoCo retail centers
since coronavirus panic began
Anecdotal observations of smaller crowds were confirmed using Google's live measurement of foot traffic Sunday. Google's stats (live numbers indicated by red bar) showed foot traffic notably below average at Westfield Montgomery Mall, Bethesda Row, Ellsworth Place, Milestone Shopping Center and Rio Lakefront, to name just a few. The numbers were down even as the area experienced good weather and a temperature over 60 degrees.

If fewer residents are putting themselves into public gathering places, they're also increasingly concerned about their children's exposure to coronavirus in the human petri dish network known as school. As rumors surged of a long-term closure starting Monday, Montgomery County Public Schools sent out messages dismissing them, emphasizing that schools will be open as usual Monday.

But it's too late for students at Robert Frost Middle School in Rockville. Several students there volunteer at The Villages at Rockville retirement community, the only confirmed MoCo location any of the county's coronavirus patients visited that officials will publicly discuss. Parents there are expressing concern about the potential further exposure of other students if Frost holds classes today. MCPS insists classes are going forward.

According to Fox 5, Thomas Wootton High School students may have been exposed as well. Wootton parents have been notified by MCPS and the County Health Department about exposure, the station reports, but did not specify if it was related to Wootton students also having volunteered at the Villages.
Toilet paper panic is not limited to
Montgomery County amid coronavirus,
a scan of YouTube finds
As coronavirus panic continues to intensify, essential items continue to fly off of grocery and drug store shelves countywide. A single 3-pack of Puffs tissues was the only paper good left on the shelves at the Safeway at 5000 Bradley Boulevard in Bethesda late Sunday. Trucks are still delivering, however, as the Westwood Giant in Bethesda had plenty of paper goods on their previously-stripped shelves.
Mysterious haze over
Montgomery County Sunday
The stress of coronavirus had residents on edge when a mysterious haze descended over large areas of the county yesterday afternoon. Was the Deep State spraying us all with coronavirus from high-altitude aircraft? Well, it was the federal government creating the haze. But they told the public it was the U.S. Forest Service conducting a controlled burn near Quantico in Virginia. As residents rushed back to their homes with armfuls of Charmin to continue their Netflix binge, Quantico must have seemed suspiciously far from Bethesda.

Teen with gun hidden in backpack arrested at Target in Germantown

Montgomery County police arrested a teenage boy at the Target at Milestone Center in Germantown, after finding a handgun and marijuana in his backpack. Officers responded to the store on September 27 around 3:50 PM, after an employee called police. The employee informed officers that a teen who had been thrown out of the store previously had returned.

An officer witnessed the teen and another juvenile exit a restroom in the store and approached them. When confronted, the boys attempted to flee the store. After a short foot pursuit, they were taken into custody.

Searching the alleged trespassing teen's backpack, officers found a handgun with an obliterated serial number and marijuana. Christopher Ritter-Lucas, 16, was charged as an adult with crimes to include possession of a controlled dangerous substance and firearm-related offenses to include possession of a firearm during a drug trafficking crime, possession of a firearm by a minor (under the age of 21), and knowingly altering a firearm identification number.

The second teen, also a 16-year-old male, was found to have marijuana as well. He was charged as a minor with possession of a controlled dangerous substance, and obstructing and hindering, and was released to the custody of his guardian.

Police released a photo of the gun, but not of Ritter-Lucas, because he is a juvenile.
